There is an open source free software program called Calibre that will convert html files to epub format. Step by step instructions can be found at this website.
Once you have used Calibre to convert your file, you can add the epub book to your Calibre Library and transfer the epub book to your Kobo.
You can also use Adobe Digital Editions to transfer the epub book to your Kobo.
Also, for future reference, many Project Gutenberg Canada books can be directly downloaded in epub format.
