There is a VLC subject guide designated for Grade 9-12 ESL. You can find it under the 9-12 Zone tab and the English and ELL/ESL option on the subject menu located in the right-hand column.
TumbleBook Cloud, which can be accessed through the Games and Databases Tab under T, also has a great selection of graphic novels and Orca books (high interest/low vocabulary). See your LCI for the password (unfortunately it is Board Licensed software and I cannot divulge the password over a public site).
I would recommend checking out any of the Orca paperback books. Paul Kropp is another author who writes high interest/low vocab material.
